This proposal was selected because:

Thank you for your message. The municipality, aware of the issues you raise, has defined an urban agriculture policy detailed in the 2018/19 preliminary report “From Balconies to Fields.” This policy aligns with the direction you suggest, with numerous concrete actions already implemented:

  • Creation of New Plantings

  • Establishment of the Rovéréaz farm, with an organic farmer

  • Implementation of permits for greening initiatives / Pocket Gardens

  • Creation of a food processing kit with a demonstration of food preservation techniques

  • Launch of a public “custom” fruit juice press

  • Launch of a call for proposals for rooftop gardens

  • Implementation of the “Organic 2038 Goal” for city farmers and the “Organic 2030 Goal” for plot tenants

  • “Organic” requirement for agricultural plots allocated to new farmers

This measure is essential to our survival

Context:

We are facing multiple ecological crises. In particular, climate change—caused in large part by our immense dependence on oil—and the collapse of biodiversity due to our various polluting activities and the destruction of the environment.

These crises will impact our food supply. But the city—and Switzerland and the world—do not realize the true urgency of the situation. Here are a few facts:

  • In 30 years, 75% of insects have disappeared.

  • We must reach net-zero emissions by 2027 to stay below 1.5°C, as recommended by the IPCC. This means reducing our emissions by 17% each year.

  • This means completely decarbonizing agriculture, which is currently entirely dependent on oil.

Proposal: Fully decarbonize agriculture by promoting it in urban areas

Here are a few suggestions on how to do so:

  • We need to introduce urban and local agriculture to promote the agricultural sector among the rural population. This will bring it closer to workplaces and production sites. It shouldn’t be overlooked. And we shouldn’t have to ship it in from the other side of the planet. Take this land away from motor vehicles to kill two birds with one stone.

  • We need to implement a massive shift in career paths, moving people from polluting industries to the agricultural sector. Agriculture used to be the sector with the most jobs, but it has been completely abandoned in recent decades in favor of the service sector, which is far less essential than food production. Decarbonizing agriculture requires a large workforce.

  • We must promote training and job creation in the agricultural sector. We should even introduce agriculture classes for children in school.

  • Agriculture—both as it is practiced and as it is taught—must be in harmony with the needs of the environment. Even if we solve the climate crisis, we will still face other ecological crises, such as the collapse of biodiversity. It is therefore essential to stop intensive agriculture and switch to organic farming.

Motivation:

Let’s adapt to the ecological crises. We risk a food shortage in the coming decades, so we cannot refuse this change.
