2. Your project in two lines
A mini-panel is a small group of citizens, selected by random drawing, who meet to discuss a specific political or social issue with the aim of making proposals to public decision-makers. The idea here is to form a mini-public that is representative of the neighborhood’s population and to entrust it with the responsibility of renovating the Pierrefleur underpass (see photos below).
3. The objective of your project
How is this underpass currently used? How do neighborhood residents perceive this space? If given the resources, what renovations would they undertake, and in what form? By forming a neighborhood mini-panel, the idea is to allow ordinary citizens to answer these questions by sharing their opinions and experiences regarding a place they encounter regularly, and then to collectively develop a concrete solution aimed at transforming it.
4. Your Project in Detail
The project is divided into several stages. The first, fundamental step is the creation of the mini-public. Next comes the task of carefully organizing the framework for the mini-public’s deliberations: informing participants, equipping them with the necessary tools, and guiding them through the discussions. All of this is aimed at reaching a consensus on how to carry out the renovation, which will be the very last step. A few miscellaneous considerations: throughout the process, the focus will be on fostering a sense of community through festive events designed to engage and inform the public, with the goal of creating a broader circle of people committed to the cause beyond the mini-public in the strict sense. By focusing on a specific location, the goal is to ensure that the discussions lead to concrete changes. The mini-public is, by its very nature, temporary and limited to the duration of the renovation project. Neighborhood associations and other key partners will be involved throughout the process. The City of Lausanne will also be integrated into the process as a key partner.
5. The amount requested to carry out the project (max. CHF 20,000—to be itemized)
