A participatory process is a sequence of participatory activities (for example, first filling out a survey, then making proposals, discussing them in person or online, and finally prioritizing them) with the goal of defining and making a decision on a specific topic.
Examples of participatory processes: a process for electing committee members (where candidates are first nominated, then debated, and finally one candidate is selected), participatory budgeting (where proposals are submitted, evaluated from a financial perspective, and voted on based on available funds), a strategic planning process, the collaborative drafting of a regulation or standard, the design of an urban space, or the development of a public policy plan.
Steps in the Process
The first forum brought together more than 100 current and future residents, and users during an official launch event on the evening of September 23, dedicated to the program for the future community center, and on the afternoon of September 26, dedicated to presenting the site and the stakeholders of the future eco-neighborhood.
Find the summary and presentation on the community center.
At the second forum, future residents of the neighborhood as well as local residents were consulted about their needs and preferences regarding the public spaces planned for the eco-neighborhood (play areas, urban gardens, and the final design of Parc du Loup) as well as on the activities that will take place on the ground floors. Children and adults were able to participate in the May 8 workshops, which were held in person at various locations, as well as online via “Lausanne participe” and Zoom, and in workshops dedicated to children organized by the city in collaboration with the children’s councils.
Following the forum, several working groups were established: more information and registration here!

Forum No. 3 provided an opportunity for current and future residents to meet and discuss various upcoming concerns, focusing on the issue of community life and the project’s progress. In addition, the City used this event to present and seek input on the second sector of the eco-neighborhood planned to the south of the sector currently under construction.

What is the Plaines-du-Loup eco-neighborhood?

The Plaines-du-Loup eco-neighborhood aims to accommodate approximately 11,000 residents and jobs by 2034, as well as high-quality sports facilities in northern Lausanne, while addressing the City of Lausanne’s current environmental, social, and economic concerns. The Plaines-du-Loup site is divided into four sectors. To accommodate sports and infrastructure requirements, development is being carried out in phases. Each sector is covered by a partial land-use plan (PA).
Following the implementation of the first partial zoning plan (PA1) for Plaines-du-Loup and the architectural competitions for the five urban blocks in 2017, construction on this first section of the eco-neighborhood began in 2018. In 2020, the first investors began construction, and the first residents are expected to move in during the summer of 2022.
In 2021, the second sector of the eco-neighborhood is taking shape and coming to light, a process that also involves the development of a new Land Use Plan (PA2). It extends across the Vélodrome parking lot, continues north to the Pontaise Stadium, and then stretches east of the Route des Plaines-du-Loup. The other two sectors will be developed over the longer term.
What are the Plaines-du-Loup participatory forums?
The participatory forums are opportunities for broad and open discussion and exchange among residents, local organizations, investors, and the City regarding the future of the Plaines-du-Loup neighborhood. The goal of these forums is to enable all stakeholders to act in a coordinated manner to create a vibrant new neighborhood!
These events take place twice a year, in the spring and fall between 2020 and 2024, depending on the progress of the project and opportunities for participation by the public and local stakeholders.
Four themes are at the heart of the discussions:
neighborhood life;
public spaces;
Parc du Loup;
the community center.
